Port Manager (Logistics Company)

We are ATSAL, a HR consulting and recruitment agency operating in Russia, the CIS, and Europe.

Our client is a logistics company founded in 2011 and specializing in sea, rail, and combined sea-rail transportation between China and Russia. The company has over 10 years of experience in shipping between China and Russia.

Due to business expansion in Russia, our client is seeking a Port Manager!

3-5 years of experience on board a ship, 5 or more years of experience in a shipping company.

Missions

Preparation for vessel dispatch and cargo loading/unloading:

In accordance with the estimated arrival time specified in the shipping schedule, coordinate the opening and closing times of the cargo receiving port with the forwarder and port administration. In accordance with the requirements of the commercial department, postpone or advance the closing time of cargo receiving.

After deducting the weight of export containers, prepare a preliminary loading list of export cargo according to requirements, including special loading requirements such as dangerous goods, oversized containers and refrigerated containers, and then submit it to the loading center;

Coordinate the stowage of cargo on the voyage with the cargo stowage center, comply with the instructions of the commercial group regarding the refusal of cargo or change of port, and ensure that the list of refused cargo does not contradict the bill of lading and is not linked to the customs declaration;

Check with the forwarder whether the data on the number of imported containers and the cargo bill are complete, and whether prior permission has been obtained from maritime and other port services, so as not to delay the loading and unloading of goods;

Coordinate vessel mooring plans with the dock administration and the shipping agent, strive to ensure that the vessel moors directly, and make every effort to reduce the vessel’s time spent in port;

Update and verify the list of shipments in the Jilian system. 2/ Ensure a balance between supply and demand of empty containers, an efficient flow of incoming and outgoing containers, and real-time tracking of container management dynamics:

After the vessel leaves the port, submit the vessel departure report as required;

Forecast and allocate empty container inventory based on business unit demand, ensuring adequate empty containers are available to meet customer container needs at any time and anywhere;

Deliver excess empty containers to locations where there is demand in a timely manner;

In accordance with the plan to expand the inland shipping market, the business line should use barges and trailers to quickly deliver empty containers to the points on land where they are needed by customers in order to meet their container needs at those points;

Comply with headquarters orders regarding the rental or cancellation of empty containers;

If new boxes need to be manufactured, please coordinate with the container factory and warehouse regarding the acceptance of new boxes;

To speed up the turnover of empty containers, to make full use of the free storage period and free storage quota provided by the port, and to minimize or completely eliminate the costs of storing empty containers in the warehouse;

Use daily reports from the warehouse or berth to verify the accuracy of the dynamic updates of the Jilian container management system as a basis for collecting overdue rent for containers and storage facilities;

Develop a daily container placement plan and coordinate updates with relevant colleagues;

Ensure the functioning of the box control module in the Jilian system to ensure the accuracy and timeliness of data;

Approve the container maintenance plan based on the container maintenance estimate submitted by the container terminal and photographs of the container condition; 3/Ensure uninterrupted transshipment of incoming and outgoing cargo at this port:

Prior to the arrival of the branch vessel, the names, voyages, next ports of discharge and relevant declaration documents must be confirmed for large second stage vessels intended for the carriage of goods for export;

Prior to the arrival of the main line vessel, it is necessary to ensure that additional formalities are completed and the relevant declaration documents for imported goods are prepared;

Pay special attention to cargo that meets special transit requirements to avoid additional costs. 4. Analysis, monitoring, reporting, and transfer of voyage expenses
