Our client is a logistics company existing since 2011 and specializing in sea transportation, railway transportation and sea-railway combined transportation between China and Russia. With over 10 years of experience in China-Russia transportation.
Our client is looking for a Port Manager due to business expansion in Russia !
Missions
1/ Preparation for ship dispatch and cargo loading/unloading:
- According to the predicted arrival time of the shipping schedule, coordinate with the shipping agent and the port to determine the opening and closing time of the cargo collection port. According to the requirements of the business team, delay or advance the cut-off time;
- After cutting off the weight of export containers, prepare a pre loading list of export goods as required, including special loading requirements such as dangerous goods, oversized containers, and refrigerated containers, then submit it to the loading centre;
- Coordinate the voyage stowage with the stowage centre, implement the business team’s instructions on cargo rejection or port change, and ensure that the cargo rejection list does not break the bill of lading and is not related to the customs declaration;
- Verify with the shipping agent whether the import container quantity and manifest are complete, and whether the pre-approval from the maritime and other port departments is in place to avoid affecting the loading and unloading of goods;
- Coordinate ship berthing plans with the dock and shipping agent, strive for the ship to dock directly, and make every effort to shorten the ship’s stay time in the port;
- After the ship leaves the port, send the ship departure report as required;
- Update and verify the shipping list in the Jilian system.2/ Ensure the balance between supply and demand of empty containers, efficient flow of receiving and sending containers, and real-time tracking of container management dynamics:
- Predict and allocate the supply of empty containers based on the demand of the business team, ensuring that appropriate empty containers are available to meet customers’ container needs anytime and anywhere;
- Timely transport excess empty containers to places with demand;
- According to the expansion plan for the inland market on the business side, use barges and trailers to promptly transport empty containers to the inland points where customers need them, in order to meet their container needs at the inland points;
- Execute the headquarters empty container rental or cancellation instructions;
- If there are new boxes to be manufactured, coordinate with the container factory and yard to receiving new boxes;
- Accelerate the circulation of empty containers, fully utilize the free stacking period and free stacking quota of the port, and minimize or avoid the cost of empty container storage yard;
- Use daily reports from the yard or dock to verify the accuracy of the dynamic updates of the Jilian system’s container management, as a basis for collecting overdue container rent and warehouse rent;
- Develop a daily container placement plan and synchronize updates with relevant colleagues;
- Maintain the box management module of the Jilian system to ensure accurate and timely data;
- Approve the container maintenance plan based on the container maintenance estimate submitted by the yard and photos of the container condition;3/Ensure the smooth connection of inbound and outbound transshipment goods in this port:
- Before the arrival of the branch ship, the names, voyages, next unloading ports, and relevant declaration documents of the second round large ship for the export direction goods shall be confirmed;
- Before the arrival of the mainline ship, ensure the secondary arrangement and relevant declaration documents for the imported goods;
- Pay special attention to special cargo to special transit requirements to avoid additional costs.4/Review, monitoring, reporting and transfer of voyage expenses
- Review the bill of dock loading and unloading and storage fees
- Review voyage port usage fees
- Review yard fees
- Confirm all expenses incurred in a timely manner and apply for payment according to the financial proces5/Supplier Evaluation Management
- Evaluate the performance of local suppliers based on the principles of conservation and efficiency and report to headquarter
Skills
- Education Background: Bachelor’s degree or above.
- 3-5 years of on board work experience, 5 years or more of working experience in a shipping company
- Fluent in English
